Johann Joubert is a senior major projects and infrastructure advisor with more than 17 years of experience in digital transformation, mergers and acquisitions, energy transition, and public-private partnerships. Based in Bangkok, he works across the telecommunications, energy, transportation, and healthcare sectors, advising clients on the financial, technical, and governance dimensions of large and complex engagements.
Johann’s clients include private-equity and infrastructure funds such as KKR, BlackRock, and Macquarie; project developers including Copenhagen Infrastructure Partners, Mainstream, Sembcorp, and TEPCO; donor institutions such as the World Bank, Asian Development Bank, USAID, and the UK FCDO; and major state-owned enterprises in Vietnam, including Vietnam National Post and Telecom, Viettel, Electricity Vietnam, and Petro Vietnam. Recent engagements include the design and implementation of a case management platform for the Vietnam International Arbitration Center, a public-private partnership portal and help desk for the Vietnam Chamber of Commerce and Industry, digital transformation strategy for a Vietnamese energy company, and data governance advisory for a Vietnamese telecommunications operator.
Johann is a subject matter expert in finance, technology deployment, technology security, organizational governance, and contract management and administration. Before joining Fraser Nolet, he spent nearly a decade at KPMG as Director, Infrastructure and ESG Advisory, leading the firm’s Vietnam and Cambodia advisory business and its donor-services practice for Asia Pacific. Earlier in his career, he advised multinationals on international tax, accounting, and regulatory matters across Canada, the United States, and Saudi Arabia.
Johann is a Chartered Professional Accountant (CPA, CA) and holds a Bachelor of Mathematics (Honours) in Risk and Insurance from the University of Waterloo. He has recently completed certifications in cybersecurity (CompTIA Security+, Google Cybersecurity Professional Certificate) and sustainable finance (CFA ESG Investing). Alongside his consulting work, Johann serves as CFO and CTO of Lumen Systems (Asia Pacific), an aerospace group with operations in Canada, Singapore, Malaysia, and Indonesia. At Fraser Nolet, he advises clients on major projects and infrastructure engagements, contributing deep experience in finance, technology, and governance.
